Attorney General Raoul Charges Cook County Man For Possessing Fully-automatic Handgun, Drug Trafficking (Cook County, IL) — Attorney General Kwame Raoul announced charges against a Cook County man who allegedly trafficked large amounts of methamphetamine and possessed of a host of other drugs, a fully automatic handgun and multiple auto sears, illegal devices commonly known as “switches.” Switches are capable of turning a handgun into a machine gun-like weapon.

Raoul charged Quincy Evans, 38, from Broadview, Illinois, in Will County Circuit Court with 14 counts, including methamphetamine trafficking, a Class X felony punishable by 30 to 120 years in prison; two counts of possession of methamphetamine and fentanyl over 900 grams with the intent to deliver, Class X felonies each punishable by 15 to 60 years in prison; two counts of possession of heroin and cocaine more than 100 grams, but less than 400 grams with the intent to deliver, Class X felonies each punishable by nine to 40 years in prison; possession of cannabis over 5,000 grams with the intent to deliver, a Class X felony punishable by six to 30 years in prison; and unlawful use of a weapon, a Class 2 felony punishable by three to seven years in prison. Evans was arrested on Wednesday, and his next court date is July 6. He is being held on $1 million bail.

“Individuals who are involved in trafficking drugs and possessing dangerous and illegal firearms will be held responsible under the law,” Raoul said. “I appreciate the investigative work done by both the Illinois State Police as well as Homeland Security Investigations that uncovered and potentially prevented a disastrous event from occurring.”

According to Raoul, the investigation into Evans began after the Illinois State Police (ISP) were notified of a suspicious crate originating from California, which was to be delivered to a business in Illinois. After receiving a search warrant, ISP special agents discovered the crate contained a large amount of methamphetamine. Agents with Homeland Security Investigations (HSI) delivered the crate, which was picked up and eventually brought to Evans’ home. HSI agents searched Evans’ home and discovered additional quantities of crystal methamphetamine as well as fentanyl, cocaine, heroin and cannabis. Evans was also in possession of a fully automatic Glock handgun and multiple switches that are used to convert handguns into fully automatic weapons.

“There is a dangerous opioid epidemic hurting our country,” said Angie Salazar, special agent in charge for HSI Chicago. “We will always work with our state, local and federal partners to combat this crime and keep our communities safe from drug traffickers and the harm they pose.”

“By arresting this individual, we’re not only getting illicit drugs and firearms off the streets, we’re also holding back the flood of dangerous methamphetamine hurting our communities,” said ISP Director Brendan F. Kelly. “The dedicated work of both ISP and Homeland Security agents, along with prosecution by the Illinois Attorney General, can help stop the cycle of violence in Illinois.”

Raoul’s office is co-prosecuting the case with the Will County State’s Attorney’s office.

“Quincy Evans has been charged with engaging in two of the most dangerous criminal enterprises endangering every law-abiding citizen with his possession of fentanyl, the deadliest drug on our streets today and the possession of switches which turn semi-automatic handguns into execution style machine guns,” Will County State’s Attorney James Glasgow said. “I want to thank Attorney General Kwame Raoul for his aggressive prosecution which resulted in the justifiable one-million-dollar bail.”

The public is reminded that the defendant is presumed innocent until proven guilty in a court of law.

Assistant Attorney General Gregg Gansmann is handling the case for Raoul’s Statewide Grand Jury Bureau.
